<아르헨티나 비트코인 채택 추진>
아르헨티나가 비트코인을 법정통화로 유통한 경험을 공유하기 위해 엘살바도르와 논의를 시작했다고 암호화폐 전문 매체 코인텔레그래프가 2024년 5월 27일 보도했다. 하비에르 밀레이 대통령 체제에서 고강도 경제 개혁을 진행 중인 아르헨티나에서 비트코인을 법정통화로 채택하는 시도가 추진되는 게 아니냐는 관측이 나온다. 코인텔레그래프에 따르면 아르헨티나 증권위원회(CNV)는 성명을 내고 “엘살바도르 디지털자산위원회(CNAD)와 지난 2024년 5월 23일 회의에서 암호화폐 채택·규제 문제를 논의했다”고 밝혔다.
엘살바도르는 2021년 9월 비트코인을 법정통화로 채택한 세계 최초의 국가다. 엘살바도르에서 현재 유통되는 통화는 미국 달러화와 비트코인뿐이다. 나이브 부켈레 엘살바도르 대통령은 비트코인을 정부 예산으로 매입하는가 하면 암호화폐 채권을 발행하거나 채굴·유통 도시를 건설하는 계획도 세우고 있다. 그야말로 비트코인에 국운을 건 셈이다.
비트코인 가치의 강한 변동성은 엘살바도르 물가의 급변, 정부 예산 손실을 불러왔다. 비트코인은 엘살바도르에서 법정 통화로 채택될 당시 4만4000달러 선에 거래됐고, 이로부터 2개월 뒤인 2021년 11월 6만8000달러를 찍고 사상 최고가에 도달했다. 당시 한국에선 8200만원까지 치솟았다. 하지만 코로나19 대유행, 러시아의 우크라이나 침공, 고물가와 강달러가 발생하면서 암호화폐 시장에도 냉각기가 찾아왔다. 미 연방준비제도를 포함한 각국 중앙은행이 고금리 정책을 시행하면서 유동성을 회수하자 비트코인을 포함한 암호화폐 가치는 급락했다.
암호화폐 시장은 지난해 하반기부터 다시 상승장으로 전환됐다. 부켈레 대통령은 지난해 12월 4일 엘살바도르 정부의 비트코인 투자에서 흑자 전환을 선언했다. 당시 X에 “엘살바도르의 비트코인 투자는 흑자가 됐다. 투자금을 100% 회수할 수 있고, 수익도 냈다”고 적었다. 암호화폐 가치 곡선의 변동성에 그대로 올라탄 엘살바도르의 실험은 아르헨티나처럼 오랜 인플레이션에 시달려온 국가들의 관심을 받았다. CNV와 CNAD의 논의가 암호화폐 시장의 주목을 받는 이유는 여기에 있다.

Cointelegraph, a cryptocurrency media outlet, reported on May 27, 2024 that Argentina has begun discussions with El Salvador to share its experience distributing Bitcoin as legal tender. There is speculation that Argentina, which is undergoing intensive economic reforms under President Javier Millais, is attempting to adopt Bitcoin as legal currency. According to Cointelegraph, the Argentine Securities Commission (CNV) issued a statement and said, “We discussed the issue of cryptocurrency adoption and regulation with El Salvador’s Commission on Digital Assets (CNAD) at a meeting on May 23, 2024.”
El Salvador was the first country in the world to adopt Bitcoin as legal currency in September 2021. The only currencies currently in circulation in El Salvador are the US dollar and Bitcoin. El Salvador's President Nayib Bukele is planning to purchase Bitcoin with the government budget, issue cryptocurrency bonds, and build a mining and distribution city. He literally bet his country's fortune on Bitcoin.
Strong volatility in the value of Bitcoin led to rapid changes in prices in El Salvador and loss of the government budget. Bitcoin was traded around $44,000 when it was adopted as legal currency in El Salvador, and two months later, in November 2021, it hit $68,000, reaching an all-time high. At that time, it soared to 82 million won in Korea. However, with the COVID-19 pandemic, Russia's invasion of Ukraine, high inflation, and a strong dollar, a cooling off period has come to the cryptocurrency market. As central banks around the world, including the U.S. Federal Reserve, implemented high interest rate policies and recovered liquidity, the value of cryptocurrency, including Bitcoin, plummeted. The cryptocurrency market turned into an upward trend again in the second half of last year. On December 4 last year, President Bukele declared a surplus in the El Salvador government's Bitcoin investment. At the time, X said, “El Salvador’s Bitcoin investment was in surplus. “I was able to recover 100% of my investment and made a profit,” he wrote. El Salvador's experiment, which rode the volatility of the cryptocurrency value curve, attracted the attention of countries that have suffered from long-term inflation, such as Argentina. This is why the discussion between CNV and CNAD is attracting attention in the cryptocurrency market.
