<유럽연합(EU)최초 가상자산 단독법안 승인>
유럽연합(EU)이 가상자산 규제 법안인 미카(Markets in Crypto Assets, MiCA) 법안을 찬성 517대 반대 38로 통과시켰다는 소식이 전해졌습니다. 이번에 통과된 가상자산 규제 법안 MiCA는 주요 선진국 중 처음으로 도입된 가상자산 단독 법안이라고 할 수 있는데요. MiCA에 포함된 법안내용은 거래소, 지갑 제공 기업 등의 가상자산 사업자 자격 요건, 라이센스 관련 규정, 공시 의무 및 내부자 거래 규제, 스테이블 코인 관련 규제 등의 내용을 구체적으로 담고 있다고 합니다. 이런 MiCA 법안이 통과된 것이 매우 주목받게 되는 이유는 MiCA는 선진국 중 최초로 통과된 가상자산 기본법이기 때문에 그동안 규제 사각지대에 있어 시장의 불확실성을 증대시켰던 부분들이 모두 제도권 안으로 포섭되기 때문에 장기적으로 크립토 업계에 긍정적인 요소로 작용할 것으로 예상이 되고 있습니다. 게다가 현재 미국을 포함한 암호화폐 주요 국가들이 가상자산기본법과 관련해서 법안을 정비하고 도입하려는 움직임을 보이고 있는 상황이라 EU에서 첫 발을 내딛은 가상자산 관련 전문법안 통과는 암호화폐 시장의 제도권화를 위한 공식적 신호탄의 첫 발을 쏘아올렸다고 볼 수 있는데요. 우리나라 또한 다음주부터 디지털자산기본법에 대한 논의가 재개되어 투자자 예치금 보호, 불공정 거래 금지, 시장 감시 및 신고 의무 및 가상자산 발행 및 공시 관련 의무 등의 내용이 포함되어 논의될 예정으로 우리나라도 제도권화를 통해 암호화폐 선진 국가로써 발을 내딛을 수 있기를 기원해 봅니다.
<EU's First Virtual Asset Solo Bill Approves>
It has been reported that the European Union (EU) passed the Mica (Markets in Crypto Assets) bill, a virtual asset regulation bill, by 517 to 38 in favor. The MiCA, a virtual asset regulation bill passed this time, is the first virtual asset-only bill introduced among major developed countries. The bill included in MiCA specifically includes virtual asset operator qualifications such as exchanges and wallet providers, licensing regulations, disclosure obligations and insider trading regulations, and stablecoin regulations. The passage of the MiCA bill is expected to be a positive factor for the crypto industry in the long run because it is the first developed country to pass the basic law on virtual assets, which has increased market uncertainty in regulatory blind spots. In addition, as major cryptocurrency countries, including the United States, are currently moving to overhaul and introduce laws related to virtual assets, the EU's first passage of specialized virtual asset laws has officially signaled the institutionalization of the cryptocurrency market. Discussions on the Framework Act on Digital Assets will resume next week, including investor deposit protection, prohibition of unfair trade, market monitoring and reporting obligations, and virtual asset issuance and disclosure obligations.
